Help! hal.dll missing or corrupt-access to old installation?

Missing or corrupt <windows root>\system32\hal.dll.
I know this thread has prob poped up before but the information in the thread did not help. Neither has any site or any other information i have come accross helped.
So the story is, i was getting BSOD with my previous mobo. Got a new one, formated the hdd. Once that was all done i forgot to stop the boot from cd option in bios so i take that off and then the comp boots and before windowsXP starts to load it gets the missing hal.dll problem.
I find out this is usually because it thinks there may be more partitions on the drive eg dual boots of windows. Especially if you dont completely delete the partition and create a new one before installing XP. So back i go, delete the partition, create new one and install windows again. Same prob hmm.
I get another HDD, formate that, create the partition install windows etc etc. Hal.dll missing again?? On a completely diff HDD?? The ONLY way i can get the computer to work is to leave the cd boot option on in bios but i ALSO have to have the xp cd in otherwise hal.dll is missing.
Can any1 help with this very frustrating problem.

Is the windows disk you're useing a Microsoft disk or manufactures install disk. If you're useing XP Pro I can see if I have the file on my home computer and send it to you if you want it. I do have hal.dll , PM me if you want to try it.
