Direct X confusion

I'm always confused about direct X so I was wondering if someone could clear this up. Recently in a conversation my friend mentioned that Graphics cards/ Video cards run on a different Direct X. System for example is currently on 9.0C yet Graphics cards are running at 8.0 to 9.0 at the moment. Thanks if youy can help me
