XP Sound Recorder WAV conversion Problem

IN Windows 98 Sound Recorder I could convert WAV PCM files to WAV MPEG Layer - 3 files with the Sound Selection screen under Format. It would reduce the size of a file from 4.5 Mbs to 650 Kbs approx. In XP using the same screen the MPEG Layer - 3 option has disappeared. Is there still a way to do this now I am using Windows XP?
Any help appreciated.

They may have just taken that off because that is one of the things Microsoft will do to piss you off

Thanks for the swift reply. I went to the site you suggested it helped. It pointed me in the direction of different formats I was ignorant of. XP Sound Recorder lets you save WAV files in CCITT A-LAW and U-LAW which halved my original WAV files, IMA ADPCM which made them even smaller and DSP GroupTruespeech format which took the file down from 1.34Mb to 92 Kb though the quality was poor with the last one. You learn something new every day. Thanks for the help.
