I see that someone is having the same trouble that I'm having but a little different.
I have a Dell running Windows XP. About a year and half ago I did a re-installation of the OS which worked great. Last week with so many bugs in the sytem again I decided to do another re-installtion with the disk provided by Dell. While loading the files the install stopped saying it could not load a file (I don't know which one). After several attempts I decide to skip the file which gave me the same warning about another file it was unable to load. Again after several attempts the computer stopped the installation. When I tried to start the re-install I started getting the above message. I've tried all of the options in the safe mode with the same results. I downloaded from Western digital a program to check the HD for defects which it found none. I down loaded the boot disks for XP from microsoft which went OK until the last disk gave me "Stop: c0000221
hard disk error and the same error as before about the missing file and to reinstall the file. Which in hind sight would do me no good because you need the XP disk which I don't have ( i have the Dell disk). Any suggetions! How to get to a prompt to install the missing file

hmm, I have had a similiar problem in the past: not being able to install windows because certain files could not be copied, and if I remember correctly it was caused by bad RAM modules

Download "memtest86" and run the full diagnostic, tell us if it finds any bad sectors in your RAM
