hard drive formatted, can't install windows!

Hi everyone:
I received my computer back from the repair shop today. They replaced the hard drive. I need to install windows. I tried to boot from my windows xp installation cd. When I do this, it doesn't work, and I get the following responses, alternating each time I do it:
1) Couldn't find NTLDR
then it goes to C:
there is nothing for me to do because there are no files on this computer.
2) it says:
Intel UNDI, PXE-2.1 (build 882)
Copyright (C) 1997-2000 Intel Corporation
Fore Realtek RTL8139(X)/8130/810X PCI Fast Ethernet Controller v2.13 (021015)
then it goes to the blue windows startup screen for a second and then flashes back to the dos interface and says:
PXE-E61: Media test failure, check cable
PXR-M0F: Exiting PXE ROM
then it goes to C:
i can't figure out how to get this to work. i have the windows disks and a working computer, but not sure what to do next.
i found a post on microsoft's help page on NTLDR, but those instructions didn't work for me, since i have no files on my computer.
when i type "dir" i get:
COMMAND COM 93,890 04-23-99 1:22pm
1 file(s) 93,890 bytes
0 dir(s) 57,119.64 MB free
this computer was purchased in September 2003.
can anyone help?
