Lan speed problems

This cry for help is based on a Lan speed problem.I have a new Fujitsu Amilo Laptop,512 ram 80 gig hd,lan connection,modem connection,radeon 9200 pentium 4,ect ect.
The problem is that i want to play online games,namely World of Warcraft,but get very high latency in game.I think the reason is because the isp connects me with a cable that is "overloaded?" . I say this because people who connect to this isp are on a ring route,everyone is connected to everyone,many people play counterstrike and share files with each other because the latency is very low,but when i try to connect to a game(which only requires 4kb/s) outside of the ring my latency is seriously bad,Also after 2am the game runs fine.Prosumably everyone has gone to bed.Ive run tracert and sent the results to "WoW" who said the problem begins as soon as tracert leaves my computer.I tend to believe this but cant understand why web pages,even ones full of animations ect,load quickly?
So all i want to ask is there anything i can do to speed my connection up,an app or something,as its driving me crazy.Im already paying through the nose for this,35 euro for only 8kb/s!(But this can be much higher dependent on time of use).
