Can get e-mail but can't access websites.....

I am using outlook for e-mail and get that fine. I just can't access the web. What's up?

I had a problem similar to that, not long ago.
I had no internet access (web browsing), but I could connect to friends on Teamspeak , MSN messenger, and Yahoo messenger.
It turned out to be a problem at the head end of my ISP's server. I wasn't connecting to the DNS server(s).
Call your ISP and explain it all to them. Do you have Adelphia by chance?
