Well that is what you get when you have a 2.4GHz CPU that performs like a Pentium 4 4.0GHz EE.

Yes, the Pentium 4 3.4GHz EE can OC to 4.0GHz; but the Opteron *50 series can OC to 2.9GHz (4.5GHz). Overall AMD wins.

Also, don't drag this subject off topic. The point of this post is that AMD's best beats Intel's best if both are not OCed, or if you want, if both are OCed to the max.
