How can I reformat a hard drive other than "format c:&q

Have issue with registry_error / blue screen. Nothing works - see my forum topic above for any advice you may have. In the meantime- I am willing to format my hard drive, but I can only get into my Win98 Dos directory. I have tried "format c:", but DOS tells me I may not format this drive. Are there any other ways to format my C drive, so that I can then re-install my XP (yes, my blue screen problem prevents me from re-loading xp from the cd) Thanks.
