Memory. whats the best?

ok im building a pc and im having trouble selecting memory for my pc. i was looking at the Corsair xms xpert range. and the OCZ titanium series. and i was wondering is higher mem speeds or lower lantency better

It is better to have higher frequencies and lower latencies/timings
