no internet, please assist

Thank you for looking at this. Im new to the fourm, browed the website a few times before, but now here I am. I am 17 and currently operate my own computer repair business...however this job i am currently on really boggles my mind. The interenet is not working on my clients computer, i know it is not the router, because the 3 other computers on the network run perfectly and connect to the internet. Heres the thing thats bothering me though, if i go to Run>cmd>Ipconfig his ip address comes up as 169.254.101.130, that doesn't seem normal to me especially when the other computers on the network run as 192.168.0.100-104. everything else checked out...iv ran a few antivirus agents on it, cleared up a few things but still nothing.
