They are soo annoying!!!! Heres the way to take 'em off
1. Enter Regedit (regedit.exe)
2. Click over to the HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Advanced\
3. Create a DWORD value of EnableBalloonTips
4. Give it a value of 0
