Is it normal for my 1 MB aDSL line to now be consistantly downloading at about 400 kBps?

Download manager says that speed and the downloads are finishing that fast.

I'd say it was a flaw with download manager, I don't think you have a 1mbit line, I think its a 1.5 mbit.

I get a 2.6mb.... Should I switch to bellsouth over cox... Is it worth it?!?

Switch to bellsouth because you consitently get 3.1. Cable is too insecure and inconsistent.
