Some Laws Passed in New Orleans

Here are a few laws that were passed in New Orleans today.

If you are dumb, don't work, and/or lazy, and thus do not pass highschool then you will be able to attend graduation and walk on stage.

If you wear your pants below your waist then you will be forced to do community labor.

Is it just me or are these laws screwey?

I thought it was if you wear your pants below your waist thus exposing undergarments.
