Computer won't start up

Ok so I came into my room and my computer was making a funny smell, which was coming from my PSU (A plastic burning smell, which is likely wires burning) and everything on the screen was all weird, the mouse was like a green square, and everything was all screwy. I turned off my computer and then I tried to turn it back on and all I get is a blank screen. Everything is working on the motherboard, including the fans and stuff, and the PSU fan is spinning fine. I can't do anything to the computer because I'm not at the computer. This is actually for my brother at University, who desperately needs to fix this problem. So if anyone could make some suggestions or anything that he could do, please share. Thanks alot, millerpa17

please, he really needs this fixed. Even any ideas would be greatly appreciated.

buy an antec true power power supply make sure his system is grounded buy a ups and stick the computer behind it
