Kerry's Overseas Tax

So this tax is to basically try to prevent countries from moving overseas? Will it really matter because operating overseas over all with the new tax will still be cheaper in america anyway. This is because you have the cost of operation which will be cheaper because pollution controls overseas is not near as strict then you have labor cost and overseas people work for less. So will just taxing the income, as what kerrys wants to do, really stop companies from moving overseas?
