phone calls

hi, i have a modem, (obviously) with a land line and i want to use my computer as a telephone, without getting on the internet becuase i dont want to pay anymore fees, is there any program out there that anyone might know of, ive been searching for about an hour, and i can only find internet VoIP programs..please let me know if there is just a simple program that will let me use my headset as a phone
