Please help me with my Norton problem - can't log in

Hello, A few weeks ago my computer came to a near complete stop - super slow. I ran spybot and cleaned a ton of spy ware (which was a surprise to me as I regularly run spybot). After re-booting, I noticed my Norton did not appear at the bottom of the screen (I have Norton Internet Security). I ran it from the icon, and everything is disabled. I went to user accounts and it says 'Not Logged On' and the logon button is disabled. When I go to status and settings it says 'settings for ACTUser'. Norton won't let me un-install as it indicates that I am not a supervisor and have insufficient privileges. Can anyone help?

Try starting in safe mode with networking download the latest updates for Norton, then run a scan in safe mode
If I could remember all I have forgotten, I would be a smart man.
