how to make images clearer?

sorry but i dont know what section to put this under. but how do I make images on my computer clearer, i got a picture that is a little blurry but not too much and i want it ot be clearer and if possible bigger. thanks!

The only way to make it clearer is to get a higher resolution version of the picture, or don't stretch the picture accross the entire screen
