Wierd control panel

When I try to open the control panel it gives me a send/don't send message saying windows encountered a problem and when I click don't send my computer just goes to the desktop image then re-loads the start menu and all the programs I was running, this is a real pain because I cannot un-install anything if the option isn't an option in the program menu.
